Alexis G. Guinan focuses her practice on economic and trade sanctions laws, export control laws, antibribery laws, antiboycott laws and other trade controls.Ms. Guinan assists U.S. and international clients in understanding and navigating international trade laws, including (i) the Export Administration Regulations administered by the U.S. Department of Commerce, Bureau of Industry and Security; (ii) the International Traffic in Arms Regulations administered by the U.S. Department of State, Directorate of Defense Trade Controls; (iii) the economic sanctions regulations administered by the U.S. Department of the Treasury, Office of Foreign Assets Control; (iv) the trade sanctions laws administered by the U.S. Department of State, Office of Economic Sanctions Policy and Implementation; (v) the antiboycott regulations administered by the U.S. Department of Commerce, Office of Antiboycott Controls and the U.S. Department of the Treasury, Internal Revenue Service; and (vi) the U.S. Foreign Corrupt Practice Act (FCPA) administered by the U.S. Department of Justice and the U.S. Securities and Exchange Commission.
Ms. Guinan has worked with clients in a variety of industries, including aerospace and defense, electronics, financial services, shipping logistics and freight forwarding, and cybersecurity.
Ms. Guinan assists clients with:
- determining the applicability of U.S. economic sanctions laws to specific transactions
- conducting international trade due diligence in mergers and acquisitions
- determining the export classification of products and technologies and preparing Commodity Classification (CCATS) requests
- obtaining export licenses and other authorizations
- conducting compliance reviews and internal investigations in connection with administrative enforcement cases
- drafting voluntary disclosures of U.S. export controls and sanctions violations to U.S. government agencies
- developing and implementing internal compliance programs for U.S. and non-U.S. entities
- preparing general and topic-specific export controls and sanctions compliance trainings, manuals and memoranda.
Prior to joining the firm, Ms. Guinan was a R. Michael Gadbaw Fellow in General Electric’s International Law and Policy Group.Ms. Guinan received her J.D. in 2009 from the University of Michigan Law School, where she was an articles editor of the Michigan Journal of International Law. While at University of Michigan Law School, Ms. Guinan was the articles editor of the Michigan Journal of International Law.
