  • Drafts filings, pleadings and testimony, and prepares witnesses for regulatory hearings related to the state regulatory review and approval process for utility integrated resource plans (IRPs) and base rate cases.
  • Reviews, prepares, negotiates and manages renewable energy power purchase agreements, REC purchase agreements, fuel procurement contracts, railcar leases, and coal by-product service agreements at local power plants.
  • Advises utility clients from start to finish on the development, assessment of regulatory risk, procurement of necessary regulatory approvals, and implementation of various renewable and customer programs.
  • Develops, drafts and conducts utility scale and distributed generation requests for proposals (RFPs) for renewable resources and assists in procuring subsequent certification of winning contracts before the Georgia Public Service Commission.

Allison also helps clients nationwide handle regulatory issues relating to the Public Utility Regulatory Policies Act of 1978 (PURPA). She clarifies state- and federal-level PURPA policies, drafts qualifying facility (QF) power purchase agreements and analyzes avoided cost rates, among other QF-related issues. Additionally, Allison conducts the legal and regulatory review of utility energy efficiency and demand-side programs and related marketing and corporate communications.

In her pro bono work, Allison assists low-income cancer patients, veterans and others with the preparation of wills, financial powers of attorney and nominations of guardians for minor children.

Representative Matters :

  • Counseled utility clients on creating competitive RFPs, which included developing the RFP criteria and pro forma contracts, negotiating with the winning bidders, preparing witnesses for certification hearings and procuring contract certification to ensure cost recovery by the state public service commission.
  • Provided general legal and strategic analysis of state regulatory requirements for mergers and assisted in the state regulatory proceedings to obtain regulatory approvals in the merger of a large public utility holding company and a gas company across five jurisdictions.
  • Obtained a settlement for a utility in an IRP and demand-side management program proceeding whereby the state commission approved up to 1,600MW of additional renewable resources, retired four fossil fuel plants and decertified a fifth, and certified several demand-side/energy-efficiency programs to reduce peak demand.
  • Assisted in the representation of a utility in a nuclear construction monitoring proceeding before the Georgia Public Service Commission and the subsequent appeal.
