
Angela E. Giancarlo, Government Relations partner in Washington DC, handles a multitude of complex matters within the technology, media and telecommunications field. In particular, Angela is well-known for her deep, substantive knowledge, strategic vision and exceptional leadership on key policy and adjudicatory proceedings affecting the wireless, satellite, broadband Internet and digital media technology sectors.
Leading technology companies, communications service providers, manufacturers, trade associations and investors turn to Angela for counsel on the legal, business and policy implications of proposed transactions, enforcement actions, proposed legislation and regulation, spectrum allocations for new and existing technologies and services, and market convergence and competition.
She represents clients in matters before the Federal Communications Commission (FCC), the Federal Trade Commission, the Administration (including the Department of Commerce, National Telecommunications and Information Administration, and Office of Science and Technology Policy) and international government fora, including the International Telecommunication Union.
Prior to joining Mayer Brown, Angela served at the FCC for eight years, departing as Chief of Staff and Senior Legal Advisor to Commissioner Robert McDowell, a post she held for five years. In addition to negotiating countless mergers involving wireless, broadcast and satellite licenses, Angela played an integral role in developing rules and policies for safeguarding data privacy and securing networks against cyber crimes; designing and implementing the modern Emergency Alert System and other critical safety innovations, such as Positive Train Control and vehicle collision avoidance technologies; creating protocols to accommodate 5G mobile Internet of Things offerings in the TV “white spaces” and the 3.5 and 5 GHz bands, as well as medical treatment, diagnostic and monitoring services in the 400 and 2300 MHz bands; preparing for the Digital Television Transition; and devising international spectrum frequency assignments and related policies as a member of the US Delegation to the 2012 World Radio Conference.
Prior to joining the FCC, Angela practiced in the Washington DC office of another prominent law firm. She began her post-undergraduate career in the congressional office of the late former US Representative Jack Kemp (R-NY).
A recognized thought leader, Angela was named a Top Lawyer by Cablefax in 2018—as a “guardian of the rule of law,” Angela is a key counselor as the media and communications sectors navigate a shifting landscape, setting the course amid regulatory upheaval and transformation.
In addition, Angela has authored scores of articles on spectrum and technology matters and is an Advisory Board Member for Bloomberg BNA Now: Tech and Telecom.
Finally, Angela has served as Co-Chair of the Federal Communications Bar Association’s Wireless Practice Committee and as Steering Committee Member for the TMT Global Forum: Driving the Digital Future.
