Anne Seymour is an associate in Wilson Sonsini Goodrich & Rosati’s Washington, D.C., office, where she focuses on issues related to compliance and enforcement of U.S. export control regulations and economic sanctions and U.S. import regulations.
Anne assists foreign and domestic clients across a broad range of technology industries with international trade issues, including export controls, economic sanctions, import issues, and international trade agreements. She assists these clients in obtaining necessary government approvals related to the export or transfer of their products, software, technology, and services.
She works with companies in determining which regulations may affect their transactions, including commercial and dual-use controls promulgated under the Export Administration Regulations, military-specific controls administered under the International Traffic in Arms Regulations, and economic and trade sanctions programs implemented by the Office of Foreign Assets Control, and she assists them in preparing compliance programs related to these controls.
Anne also helps U.S. companies obtain export-related approvals, including export licenses for overseas exports, deemed export licenses for foreign nationals, product classifications, and encryption approvals.
On the import side, Anne assists clients in determining country of origin and product classifications, submitting ruling requests related to these issues, answering government procurement questions, and other customs-related matters.
Additionally, she counsels clients on potential import and export control liabilities that could arise as part of cross-border technology transfers, joint venture projects, and mergers and acquisitions. In addition to English, Anne speaks fluent Spanish.
