
Arthur T. Kolios is a project finance and development attorney who focuses his practice on the development, acquisition and financing of public-private partnership (PPP or P3), energy and infrastructure projects in domestic and international markets.
On the development and operational fronts, Arthur has extensive experience in the structuring, preparation and negotiation of project development agreements, joint venture agreements, engineering and construction agreements, product off-take and supply arrangements, warranty, operating, management and maintenance contracts and other project arrangements.
In his finance practice, Arthur represents project developers, sponsors, investors, lenders and other participants in private and capital markets debt financings including Rule 144A offerings and other project financings, secured and unsecured corporate financings, letters of credit, credit linked notes, and related workouts and restructurings.
Highlights of Arthur’s practice include the representation of (a) universities in P3s involving the development, financing, construction, operation and management of student housing and other facilities and (b) P3s in the privatization of energy, infrastructure and other assets, and in the development, rehabilitation, construction, financing, operation and management of private and government assets, on U.S. Army, Air Force, Navy and Marine Corps installations in Alaska, Arizona, California, Colorado, Hawaii, Massachusetts, New Mexico, New York, North Carolina, South Carolina and Texas.
Arthur has also represented domestic and overseas power developers and energy project suppliers in the development and acquisition of renewable and other power generating assets in a number of projects throughout the United States (including gas-fired, solar, solar thermal, wind and geothermal), and has assisted U.S. equity investors and developers in a variety of energy and infrastructure projects in Africa, South America and the United Kingdom.
