Ashley K. Allen develops state legislative policies and relationships on behalf of Virginia-based companies and associations. She brings an invaluable breadth of perspective to Cozen O’Connor’s State AG group, having worked for the chief counsel to a previous Virginia Attorney General, Bob McDonnell, advocating for members of two Virginia business trade associations collectively comprising nearly half a million members, and serving as vice president of advocacy at a Virginia-based public affairs firm.
In these prior roles, Ashley developed policy, legislative, state budget, and political giving strategies for companies in health care, hospitality, education, energy, agricultural, and natural resources sectors. Her experience spans traditional and e-advocacy, including grassroots mobilization, coalition development, and association management.
While at the National Federation of Independent Business-Virginia and the Virginia Hospitality and Travel Association, as well as the Virginia State AG’s office, Ashley worked closely on several state and federal issues including the regulation of small businesses; tax policies such as business taxes, estate taxes and travel occupancy taxes; health insurance options for businesses; right-to-work laws; the federal “Cap and Trade” legislation; and national health care reform legislation.
Ashley received her J.D. from the University of Richmond School of Law, where she was president of the Student Bar Association. She received a B.A. in political science from Virginia Commonwealth University, where she received the VCU Emerging Leader Award and the VCU Leader Award.
