Barry D. Burgdorf maintains a multifaceted practice handling corporate, intellectual property, litigation matters in higher education, biomedical, and health care. Barry has served as general counsel, outside counsel and as part of the corporate suite, providing him a holistic view and inside track on client needs and problem-solving.
Following time as a business litigator and then corporate securities and M&A partner at Vinson & Elkins, Barry took the job of Vice Chancellor and General Counsel of University of Texas System, where for eight years he served as a key member of the leadership team and oversaw areas ranging from legal to IT security.
Barry regularly led UT System’s interactions with the federal government both in contracting and dispute resolution. His experience with federal agencies and contracting is wide and varied including the Department of Homeland Security, Drug Enforcement Agency, Border Patrol, Department of Education, Department of Energy, Department of Justice and National Institute of Health.
Outside of V&E and UT System, Barry was the first General Counsel of Samsung Austin Semiconductor and the COO of VuComp Inc., a medical imaging company, and Remedix Ventures, a biotech-focused venture capital fund.
REPRESENTATIVE EXPERIENCE :
- Negotiated multiple athletic conference realignments and restructuring; complex operational, strategic and real estate issues relating to the separation of UT Brownsville and Texas Southmost College; and numerous hospital and physician service affiliation agreements.
- Successfully opposed federal government’s plan to construct a border fence on the UT Brownsville campus, drafting two U.S. Supreme Court briefs.
- Helped guide implementation of $34 million multifaceted IT security improvement program.
- Led successful response to comprehensive multi-year IRS audit of significant operational and tax issues with a result of no taxes due or negative findings.
- Oversaw first ever $10 million equity investment by BOR in student service and data management company, as well as UT System consortium participation in edX with Harvard, MIT and University of California at Berkeley.
- Assisted in numerous technology transfer, licensing and startup transactions, and with the creation and establishment of $50M Horizon Fund.
