Betsy Sue Scott is the founder and principal attorney at The Law Office of Betsy Sue Scott in Reston, Virginia. She attended Barnard College and received a B.A. from Hamilton College, and her J.D. from the Cumberland School of Law at Samford University.
Betsy Sue Scott specializes in international trade and banking compliance, as well as elder law. She previously worked in the U.S. Treasury Department’s Office of Foreign Assets Control (OFAC) for sixteen years. For more than a decade, she served as OFAC’s head of the Civil Penalties Division.
In that capacity, she initiated OFAC enforcement actions, imposed civil monetary penalties (CMPs), and negotiated settlementsfor violations of the International Emergency Economic Powers Act (IEEPA), Trading With the Enemy Act (TWEA), and other statutes and their underlying regulations.
Her last position at OFAC before moving to the private sector was as Sanctions Advisor to the Director and Deputy Director of OFAC. As Sanctions Advisor, she served as inter-agency liaison with the State Department’s Directorate of Defense Trade Controls (DDTC), the Commerce Department’s Bureau of Industry and Security (BIS) and Census Bureau, and Customs and Border Protection (CBP) at the Homeland Security Department.
She also coordinated aspects of litigation throughout OFAC and provided inter-agency training on economic sanctions to federal enforcement agents. Prior to OFAC, she held key positions in ERISA and ERISA litigation at the U.S. Department of Labor.
