Carol Longwell has worked in the field of healthcare law for more than 30 years, first as counsel to the Pennsylvania Department of Health and, for the past 20 years, in private practice. She represents hospitals, healthcare systems, academic medical centers, ambulatory surgery facilities, long term care facilities, physicians and other healthcare practitioners in administrative and regulatory matters, including facility structuring and licensing, Medicare and Medicaid reimbursement and payment disputes, investigations by insurers and state and federal agencies, adverse actions by state and federal agencies and professional credentialing.
She assists healthcare facilities and physicians to develop and implement business strategies, including mergers, acquisitions, affiliations and the development of multi-hospital systems. She also advises on regulatory implications of proposed activities and has successfully navigated state and federal regulatory requirements to complete numerous transactions.
Carol also represents healthcare facilities and providers in litigation before state and federal administrative tribunals, the Pennsylvania Commonwealth Court and the Pennsylvania Supreme Court, as well as before state and federal agencies, licensing bodies in government and private payers, and investigations and disciplinary actions before state licensing boards.
Carol has also worked in election law and litigation, medical malpractice and other general matters. Carol has been a speaker on various issues, including EMTALA, HIPAA, Pennsylvania’s Patient Safety Act, informed consent, advance directives and government and insurance company investigations of providers.
She is a former Assistant Counsel to the Pennsylvania Department of Health, where she represented the Department in litigation before administrative hearing boards and in court proceedings and provided ongoing advice regarding a wide range of regulatory issues.
