Chad Golder is a partner and founding member of Munger, Tolles & Olson’s Washington, D.C. office. His practice focuses on representing and advising clients on their most difficult legal, regulatory, and public policy challenges. He has worked on matters at every stage of litigation, from pre-litigation counseling to the U.S. Supreme Court.

Mr. Golder joined Munger Tolles in 2016 after serving as Deputy Associate Attorney General at the U.S. Department of Justice. In this role, and as Counsel to the Deputy Attorney General at the start of the Obama Administration, he worked on complex constitutional, statutory, and administrative law issues affecting industries ranging from health care and financial services to educational institutions and national security.

Mr. Golder managed some of the Justice Department’s most important litigation and provided legal advice and strategic counsel to senior government officials about regulatory, litigation, and public policy issues. As Deputy Associate Attorney General, Mr. Golder also oversaw the Commercial Litigation Branch of the Department’s Civil Division, which both brings claims on behalf of the United States and defends claims brought against the United States.

In that role, he helped manage litigation and review settlements in a range of multi-million dollar cases, including those involving the False Claims Act. During his time at the Justice Department, Mr. Golder played a leading role in the most consequential litigation and legal issues facing the United States.

For example, he participated in all major litigation involving the Patient Protection and Affordable Care Act (ACA), including National Federation of Independent Business v. Sebelius, King v. Burwell, and House of Representatives v. Burwell; the federal government’s constitutional challenge to Arizona’s S.B. 1070 immigration law and its defense of the Deferred Action for Parents of Americans and Lawful Permanent Residents (DAPA) program; landmark cases involving the rights of LGBT Americans, including United States v. Windsor and Obergefell v. Hodges; a broad range of Administrative Procedure Act cases; and sensitive national security litigation.

Prior to serving as Deputy Associate Attorney General, Mr. Golder spent four years as an Assistant United States Attorney in the Eastern District of Virginia. He investigated and prosecuted financial fraud and public corruption cases, including multi-million dollar investment and securities fraud schemes, wide-ranging international tax fraud offenses, long-running government contracting fraud conspiracies, and cases involving bribery of public officials.

Mr. Golder served as law clerk for Associate Justice John Paul Stevens of the U.S. Supreme Court and Judge Merrick Garland of the U.S. Court of Appeals for the District of Columbia Circuit. He earned his law degree from Yale Law School and his undergraduate degree (summa cum laude, with distinction) in political science from Yale University, where he was elected Phi Beta Kappa.
