Charles James has extensive experience in public finance. He has served as bond counsel for many state agencies and universities and clean water and drinking water revolving funds. He has also served with counties, cities, school districts and special districts; student loan agencies; hospitals, nursing facilities and retirement centers; and housing finance agencies.
In 1970, he received his B.A. from the Occidental College. He earned his Juris Doctorate with high distinction from The University of Arizona. He was a contributor to the Order of the Coif, Arizona Law Review in 1973.
Mr. James has provided representation to borrowers, underwriters, credit enhancers, trustees and other public finance participants. He has represented and counseled in public finance-matters litigation. He has been a participant in the legislative process on issues regarding public finance by providing consultation on, processing legislative proposals and giving testimonies before legislative agencies.
Mr. James is a member of the American College of Bond Counsel and the National Association of Bond Lawyers.
