
Charles J. Engel focuses on energy, antitrust and complex commercial litigation matters. As a partner in our Government and Regulatory practices, Tim also represents clients in related investigations and regulatory matters.
Tim represents clients in matters ranging from upstream oil and gas royalties to downstream refined product antitrust issues. In regulatory matters, he advises clients on royalty, exploration and production permitting and leasing. He regularly represents clients before the Bureau of Ocean Energy Management, the Bureau of Safety and Environmental Enforcement, the Office of Natural Resources Revenue, and the Interior Board of Land Appeals.
Tim also represents clients across numerous industries in class actions, multidistrict and civil litigation in matters involving allegations of price fixing, price discrimination, monopolization, unfair trade practices, patent misuse, breach of contract, and False Claims Act and RICO violations.
He has represented natural gas, petroleum and electric power industry clients in market manipulation investigations by the Federal Energy Regulatory Commission, Commodity Futures Trading Commission and state agencies.
Along with publishing articles on a variety of energy-related topics, Tim serves as antitrust counsel to a major energy trade association and has represented clients in investigations before the Department of Justice and Federal Trade Commission.
Tim has been recognized in a First Tier Legal 500 ranking for his work in Energy Litigation, and Second Tier in Energy Regulatory matters. He was a recent co-chair of the Institute for Energy Law’s Annual Energy Litigation Conference in Houston, Texas. He currently serves as Chair of the Institute for Energy Law’s Litigation and Dispute Resolution Practice Committee (2018-2020).
