Chris Leuchten is an associate in Baker McKenzie’s International Commercial Practice Group in Washington, DC, focusing on global aviation. He also advises on international trade and public policy. Prior to joining the firm, Chris was a regulatory associate in a top-ranked aviation practice firm in Washington, DC.
Previously, he was a legislative aide for US Senator Mark Begich, a law clerk for both the US Senate Judiciary Committee and the Office of the General Counsel of the US Department of Energy, and a teaching assistant and research assistant regarding administrative and antitrust law.
Chris represents domestic and foreign air carriers, airport operators, airport sponsors, technology companies and drone/unmanned aircraft system stakeholders. He has advised on Federal Aviation Administration Part 16 grant assurance proceedings, Part 107 UAS regulations, public aircraft operations, Part 77 obstruction evaluations, airport privatization and airport environmental reviews.
He has counseled clients on Department of Transportation route and allocation proceedings, antitrust immunity applications, fitness reviews, traffic and animal reporting, and consumer protection enforcement. He has also advised clients regarding National Transportation Safety Board accident and incident investigations.
Chris also assists in export controls and sanctions issues, including filings with the Office of Foreign Assets Control, the Directorate of Defense Trade Controls and the Bureau of Industry and Security. He advises on federal and state public policy and governmental relations.
