Christopher Rogers is the hiring partner for the Dallas office of Haynes and Boone. Chris focuses his practice on litigation and government investigations, with an emphasis on healthcare fraud and abuse enforcement. He has represented high-profile healthcare clients in internal investigations and qui tam cases filed under the False Claims Act, including hospital systems and executives, health insurers, clinical laboratories, psychiatric hospitals, ambulatory surgery centers, and physician-owned entities.
He represents clients in dealing with a number of government agencies, including the U.S. Department of Justice, the Department of Health and Human Services Office of Inspector General, the Securities and Exchange Commission, and various state attorney general’s offices.
Chris counsels clients on a wide array of healthcare regulatory compliance matters with an emphasis on fraud and abuse enforcement issues arising under the False Claims Act, the Anti-Kickback Statute, and the Stark Law. He represents clients at every stage of FCA civil or parallel criminal proceedings as well as in litigation in state or federal court. Chris is experienced in the appropriate use of statistical extrapolation in government enforcement or litigation, efficient project management of large scale investigations or outside expert reviews, and issues that surround compliance audits or voluntary self-disclosures.
Chris has successfully litigated cases to verdict in state and federal court and advocated on behalf of clients in a variety of administrative proceedings. In numerous cases, his clients have effectively leveraged affirmative counterclaims or other offensive strategies to “level the playing field” and reach a successful conclusion to their litigation matters.
