Chunlian “Lian” Yang is a senior associate on the International Trade & Regulatory Team. Lian assists clients with a variety of international trade matters, including customs matters, antidumping and countervailing duty proceedings, export controls, financial sanctions and Section 337 investigations before the U.S. International Trade Commission.
Lian received her J.D. in 2009 from William & Mary, where she was a member of the William & Mary Environmental Law and Policy Review, a graduate research fellow and a teaching assistant for LLM students. During law school, Lian worked as a law clerk with the firm. She received her B.A. in English from Yunnan University (China) in 2001.

EXPERIENCE:
- Counseled clients in various customs matters, including tariff classifications, valuation, country of origin, ruling request, protest, voluntary disclosure, penalty and liquidated damages matters, Focused Assessment audits and NAFTA issues; advised clients on designing import compliance programs.
- Represented domestic and foreign companies in U.S. antidumping and countervailing duty proceedings, including investigations, administrative reviews, sunset reviews, changed circumstances reviews and proceedings before the U.S. Court of International Trade and the Federal Circuit.
- Represented exporters in connection with DOJ subpoenas and BIS enforcement settlement negotiations; assisted clients with license applications.
- Represented both complainants and respondents in Section 337 investigations based on patent infringement and trade secrets.
