Clare Selden Rager is an associate and health care business lawyer with Foley & Lardner LLP. Her practice focuses on advising clients in the health care industry and their investors, including nonprofit and for-profit hospitals, health systems, academic medical centers, providers of senior housing and long term care services, physician organizations, pharmaceutical and medical device manufacturers, and other health care providers.
Clare has experience with a broad variety of complex transactions, including mergers, acquisitions, and affiliations; commercial, managed care, and physician contracting; and formation and restructuring of provider groups, networks, alliances, and joint ventures. She also counsels clients with respect to regulatory compliance matters, including corporate governance, tax-exempt entity requirements, corporate practice of medicine, HIPAA, Stark and Anti-Kickback analyses, and professional and facility licensure.
Clare regularly assists pro bono clients with the incorporation of 501(c)(3) and 501(c)(4) tax-exempt organizations and applications for federal and state tax-exempt status, and counsels pro bono clients regarding ongoing compliance with state and federal laws governing the activities of tax-exempt organizations, as well as general transactional matters.
Prior to joining Foley, Clare was a healthcare associate with a large international law firm in Boston.

Clare received her law degree from Harvard Law School (J.D., 2012). She received her undergraduate degree in philosophy and psychology from the University of Michigan (B.A., magna cum laude, 2009).
