Bruce Gabriel has worked for more than 35 years in various counsel roles with respect to the development and financing of public and private infrastructure. He has served as bond, borrower and underwriter counsel in connection with the development and financing by governmental bodies of many different types of public infrastructure and the development and financing of private infrastructure, with public involvement and support, for the benefit of private entities operating in various industries.
Bruce is experienced in counseling public and private sector clients in matters involving project development; taxable and tax-exempt finance; secondary market and derivative transactions; public offerings and private placements of securities for commercial, distribution, industrial, healthcare and public infrastructure projects; direct loan transactions; and multi-tranche, on-and off-balance sheet, governmental project lease financing of facilities operated by private entities.
Bruce also provides counsel regarding general public sector law issues related to the development, financing and monetization of public infrastructure, including such matters as contracting, debt limitations, subject to appropriation concepts, and constitutional and statutory authority.
