He assists natural gas pipeline and storage companies, natural gas distribution companies (LDCs), electric utilities, generation owners, and transmission companies in proceedings before the FERC, state public utility commissions, and the U.S. Courts of Appeals, particularly in matters related to administrative complaints and litigation, merger proceedings, rate-making and certificate proceedings, and investigation and compliance matters.

Daniel also counsels clients on a variety of issues that arise in strategic planning and commercial matters. With a background in engineering, Daniel understands the real-time logistical and operational problems that energy companies often face in the gas and electric industries, as well as the solutions energy companies need in order to address a constantly changing regulatory regime.

Daniel also regularly provides pro bono services, representing clients ranging from the Catholic Charities of the Archdiocese of Washington to Kids in Need of Defense, as well as other nonprofits. He is an active member of the Energy Bar Association, the Hispanic Bar Association of Washington, D.C., and the Legal Council on Legal Diversity.

  • Counseled natural gas pipeline companies and local distribution companies in several FERC natural gas pipeline rate proceedings.
  • Counseled limited-jurisdiction (Hinshaw and Section 311) storage and pipeline companies during various FERC certificate proceedings and ongoing regulatory compliance matters.
  • Advised natural gas pipeline companies and local distribution companies in internal investigations regarding a variety of FERC enforcement matters.
  • Advised regulated electric utilities in FERC rate case proceedings under Section 205 of the Federal Power Act, including during trial-type hearings before an administrative law judge.
  • Represented utilities in Bonneville Power Administration wholesale power and transmission rate cases.
