Much of my work focuses on public finance and healthcare clients. David H. Barnes counsel New Hampshire municipalities that need to borrow money to meet their capital and operating cash needs.
In the healthcare area, I serve as special counsel to nonprofit New Hampshire hospitals that are pursuing affiliations with other healthcare organizations in an effort to ready themselves for the rapidly changing healthcare environment.
Our public finance clients include numerous public entities, including a majority of the state’s cities, all of its counties, and most of its towns, school districts, and village districts. We also serve as bond counsel to a number of Massachusetts municipalities.
Transactions that I work on include bond issues of all sizes and degrees of complexity, including both new money and refunding issues. I provide counsel in both public offerings and also private placements with the New Hampshire Municipal Bond Bank, the United States Department of Agriculture, and numerous financial institutions.
I am also longstanding issuer’s counsel for both the Dartmouth-Hitchcock Obligated Group and the University System of New Hampshire, two of the state’s largest issuers of tax-exempt debt.
Hospital clients depend on our expertise to help structure and implement new corporate relationships that will not only better serve the community’s healthcare needs, but will also comply with charitable trust, antitrust, and tax requirements.
