David K. Harouse, a Director in the firm’s Pittsburgh office, has focused his practice on the representation of individual and commercial entities in claims of personal injury, asbestos litigation, insurance defense litigation, property damage, municipal liability, zoning, and land use development.
David has represented numerous municipalities under the Pennsylvania Municipal Tort Claims Act. Aside from his litigation practice, David has also represented commercial and personal entities before numerous zoning hearing boards and planning commissions in southwestern Pennsylvania. He has tried both bench and jury trials throughout southwestern Pennsylvania.
David began his litigation career as a Trial Attorney for the U. S. Department of Justice in Washington, D.C., where he worked in the Criminal Enforcement Section of the Tax Division. He was also a Special Assistant U. S. Attorney in the Eastern District of Virginia. In that capacity, David handled federal civil and criminal matters, where he prosecuted defendants for wire/mail fraud, bank fraud, tax fraud, environmental crimes, and immigration violations.
Subsequent to this, he returned to western Pennsylvania, where he began a litigation practice focusing on civil litigation including personal injury, property damage, insurance defense litigation, and general commercial liability. His experience includes over forty jury trials, bench trials, and proceedings before administrative boards.
David is currently the vice chairman of the Zoning Hearing Board of Mt. Lebanon where he has served as member for six years, including the last three as chairman. In addition, David is a Senior Hearing Officer for the Pennsylvania Disciplinary Board, and serves as a volunteer for the Allegheny County Center for Victims of Violence and Crime.
