David K. Miller

David Miller has participated in a broad range of complex civil cases involving government licensing, contracts and benefits, state and local tax, economic crime, class actions, private contracts, insurance coverage, employment law, civil rights, land use, and constitutional law issues. He has handled more than 100 appeals in his career.

Before entering private practice in 1987, he spent 11 years in the Florida Attorney General’s office handling civil litigation, primarily focusing on state and local tax and economic crime litigation. He supervised the Florida Attorney General’s antitrust, civil RICO, and consumer protection units for four years.

• Represented a nonprofit student housing project to prove that it held the property in trust for a state university as a basis for immunity from property tax saving owner $5.5 million in accrued tax
• Participated in precedent-setting citrus canker inverse condemnation cases establishing state liability and resulting in $70 million settlements
• Participated in healthcare providers’ class action, recovering approximately a $50 million refund and injunction against an unconstitutional tax.
• Participated in case establishing dry sand beach owners’ right to compensation for inverse taking where city encouraged public use.
