David L. Lapides focuses on affordable housing finance and special district financing while continuing his banking regulatory practice. He has served as special counsel to the Florida Housing Finance Agency and as bond counsel to the Florida Housing Finance Corporation.
David has also acted as underwriters’ counsel, credit enhancers’ counsel and company counsel in multifamily housing, single family and industrial development bond financings, primarily in Florida.
David also serves as bond counsel and underwriters’ counsel for community development districts financing infrastructure through special assessments. He represents banks on regulatory and compliance matters including consumer lending regulations and real estate settlement (RESPA) compliance.
He has represented banks before the Office of the Comptroller of the Currency (OCC), the Federal Reserve Board and the Federal Deposit Insurance Corporation (FDIC). David serves as outside general counsel to Neighborhood Lending Partners, Inc., a nonprofit affordable housing lending consortium among Florida banks.
David practiced with the Antitrust Division of the US Department of Justice from 1975 to 1982, where he concentrated on competition in the financial markets.
He is a member of the Business Law Section and the Affordable Housing and Community Development Law Forum of the American Bar Association, the Hillsborough County Bar Association, the Business Law and Real Property, Probate and Trust Law Sections of The Florida Bar and the National Association of Bond Lawyers.
He served as a member of the Housing Finance Authority of Hillsborough County, Florida from 1992 to 2008 and as a member of the City of Tampa’s Affordable Housing Advisory Committee in 2008.
