David S. Goodman served from 2007 to 2015 as the managing partner of the firm’s Cleveland office. Prior to that, he served as a co-leader of the firm’s nationally known Public Finance practice for several years.
His practice encompasses all types of public finance issues, including acting as bond counsel in both general obligation financings and revenue bond issues and serving as underwriters’ counsel for national and regional underwriters of bond issues by issuers at the state and local level.
David’s practice emphasizes the financing of water, wastewater and other infrastructure projects, particularly through state revolving loan programs. His long-standing bond counsel representations in that area include the Ohio Water Development Authority (OWDA), the District of Columbia Water and Sewer Authority, the City of Cleveland and the Northeast Ohio Regional Sewer District.
Since 2007, David has served on the board of Playhouse Square Foundation, and from 2013 to 2016, David served as chair of that Board. From 2006 through 2012 David served on the board of The George Gund Foundation, the largest private foundation in Ohio. He co-chaired the 2010-11 United Way of Greater Cleveland’s campaign and serves on its board.
David previously served as chair of the boards of BVU: The Center for Nonprofit Excellence, the Center for Community Solutions, Planned Parenthood of Greater Cleveland and the Legal Aid Society of Cleveland. He also serves on the Visiting Committee of Cleveland State University’s Levin College of Urban Affairs.
