Debra D. Stark has participated in various government relations-related activities for over 17 years. She represents a diverse set of private and public sector clients, including Fortune 500 companies, before the executive and legislative branches of Pennsylvania state government.
Debra is highly regarded in the corridors of Pennsylvania State government as a result of her unique ability to lobby on behalf of clients regardless of which political party maintains control of either the executive or legislative branches of government.
She has established a close working relationship not only with elected officials at all levels of government – local, state and federal – but also with key staff, as well as with the administration. These relationships allow her to expedite the consideration of the needs of her clients whether they be legislative, regulatory or appropriations-related requests.
She has worked to secure state and capital budget appropriations and has gained the enactment of important statutory changes in the areas of business tax reform, lawsuit abuse reform, manufacturing and energy issues, life sciences, higher education, economic development and transportation matters.
Debra represents clients across an array of industries, including transportation, higher education, energy, oil and gas, manufacturing, and life sciences and pharmaceuticals. She works closely with some multinational corporations and several of their divisions, as well as one of the world’s largest producers of aluminum.
She has experience working with several multinational banking and financial services corporations, and has worked with a global enterprise focusing in the fields of health care, agriculture and high-tech polymer materials. She works closely with several higher education institutions and sits on the Buchanan Education Focus Group representing Government Relations.
Her transportation clients include one of the nation’s premier railroad companies and a global technology leader and supplier to railroad, mining, marine, stationary power, drilling and energy storage industries. Debra works with CompetePA, a coalition of more than 120 businesses and organizations representing more than half the private sector employment in Pennsylvania, whose mission is to see the Commonwealth compete successfully for new jobs and investment.
Debra was a consultant with Klett Rooney Lieber & Schorling when it joined Buchanan Ingersoll in 2006. In addition to her lobbying responsibilities, she served as Klett Rooney’s Government Affairs Coordinator. In that capacity, she acted as the principal point of contact for the Government Affairs practice group with offices in Pittsburgh, Harrisburg, Philadelphia and Washington, D.C.
She oversaw and facilitated the planning and coordination of various firm events such as fundraisers, legislative outings and the annual Pennsylvania Society related functions held in New York City. She also initiated the government affairs internship program within the Harrisburg office.
Prior to joining Klett Rooney, Debra served as assistant to the partners of another government affairs consulting firm in Harrisburg and held various consumer service related positions, including employment with Delta Airlines to a period of service at a major Florida bank. She began her career as an educator of special needs children.
