Dorothy J. Heebner’s public finance practices focuses on helping organizations structure and carry out municipal borrowing transactions. Her clients have included school districts, cities, townships, villages, municipal authorities, banks, universities, and hospitals.
Prior to joining the firm, Dorothy was an associate in the Detroit office of another international law firm, where her responsibilities also included working with municipal clients to review and draft contracts, draft legislation, create policy, and ensure compliance with election law. She also worked on a number of pro bono matters.
Dorothy’s experience includes serving as a judicial intern for the Honorable George Caram Steeh, federal judge in the Eastern District of Michigan. In law school, she was executive editor of the Michigan Journal of International Law. After earning her bachelor’s degree in 2011, Dorothy participated in the Fulbright Program as an English teaching assistant in Taiwan.
