Ed Newberry is our Global Managing Partner − Public Policy, Investigatory and Regulatory Solutions and a member of the firm’s Executive and Management Committees. Before joining the firm in 1991, Ed served as a senior staff member in various congressional staff positions, including chief appropriations staff and press secretary to US Representative Frank R. Wolf (R-VA) and associate staff member on the House Appropriations Committee.

Practicing in public policy, Ed represents leading municipal governments, colleges and universities, hospitals and other organizations in developing and implementing federal funding strategies and addressing policy issues. In addition, Ed represents domestic corporations in the energy and real estate industries and is Washington advisor to overseas governments and international business interests.

Ed was profiled in The New York Times in 2006 as a former congressional staffer who is “Now a King of K Street” in an article titled, “Wing-Tipped Migration: Five Prominent Men and How They Got from Congress to K Street.” His work has been highlighted by the trade industry press, including National Journal and Roll Call, and The Hill identified him as one of Washington’s leading top lobbyists for municipal governments.

Transportation and infrastructure issues are a key part of Ed’s practice and his clients also include major transportation agencies, responsible for highways and mass transit, in several of the nation’s largest and fastest growing regions.

Ed also represents leading institutions of higher education, including more than 25 colleges, universities, and community colleges from across the nation. His clients include some of the largest and most highly-regarded universities (including a major land grant institution) as well as smaller regional and local colleges.

In the energy arena, Ed represents national associations representing producers and retail marketers of propane gas and heating oil. While at our firm, Ed spearheaded the enactment of precedent-setting legislation establishing the nation’s first federally-sponsored, industry-funded research and development program for the propane and oil heat industries.
