Eli Z. Tomar focuses his practice on counseling clients on a broad range of policy, legislative, regulatory and legal matters. Mr. Tomar has an in-depth understanding of the American health care system and the nuances of legislative and regulatory processes.Mr. Tomar counsels clients on matters relating to the federal health care programs, coverage and reimbursement, care delivery and payment policy, and health systems reform and implementation. He works on behalf of diverse health care entities ranging from medical providers to biotechnology, pharmaceutical, pharmacy compounding and medical device manufacturers.
He also counsels nonprofit organizations, trade associations and broad-based coalitions and has experience advocating client issues before all of the Congressional committees with health care jurisdiction and various federal agencies including the Centers for Medicare and Medicaid Services (CMS) and the Food and Drug Administration (FDA).Mr. Tomar helps clients navigate and comply with relevant health care regulations and adapt to the changing regulatory environment relating to implementation of the Patient Protection and Affordable Care Act and the Drug Quality and Security Act, among others.
Mr. Tomar received his J.D. Order of the Coif from UCLA School of Law and his M.P.H. High Honors from UCLA’s Fielding School of Public Health. Prior to law school, Mr. Tomar worked as a public policy specialist at another international law firm assisting its health care practice group with legal and policy research, the development of legislative and regulatory strategies for clients and advocacy before Congress and various federal agencies. Before that, he served as a legislative assistant at a distinguished government relations consulting firm, in the government affairs department of the U.S. Soccer Foundation and as a congressional intern for a former member of the U.S. House of Representatives.

Mr. Tomar volunteered in various capacities to confront the needs of Los Angeles’ underserved communities, volunteering at homeless shelters, working with victims of domestic violence at CARECEN and addressing unmet legal needs at the UCLA Mobile Clinic Project.
In Washington, D.C., he works with the Washington Legal Clinic for the Homeless and Tahirih Justice Center to assist individuals with a range of legal challenges. He is a member of the American Health Lawyers Association (AHLA), the Food and Drug Law Institute (FDLI), and is on the Board of Directors of Children and Adults with Attention-Deficit/Hyperactivity Disorder, Inc. (CHADD).
