Elizabeth Tosaris has nearly 30 years of insurance regulatory and insurance litigation experience, assisting clients on a broad range of issues arising out of the regulation of the insurance industry.
Elizabeth’s clients include a wide variety of insurers, HMOs, insurance producers, and other entities regulated by Departments of Insurance and similar government agencies. Since 2015, Chambers USA has ranked Elizabeth for Insurance: Transactional and Regulatory expertise.
Elizabeth regularly advises clients on achieving compliance with insurance statutes and regulations, implementing claims and underwriting procedures, and developing marketing strategies.
Elizabeth also advises clients in connection with major transactions such as mergers and acquisitions of insurers as well as securities issuance. She has extensive experience with license applications, applications to withdraw from business, holding company and other transactional matters.
She has worked with insurers on rate filings and administrative challenges to rates. Elizabeth has advised clients on issues related to cybersecurity and privacy, including various notice, disclosure and other compliance obligations imposed by the California Consumer Privacy Act of 2018. Recently, she has also assisted companies with marketing and sales using technologically-innovative methods, as well as other insurtech-related issues.
Elizabeth has particular experience in responding to market conduct examinations including resolving issues arising out of those exams. She regularly advises major insurers who are the target of multi-state market conduct exams. She has also litigated matters at trial and in administrative hearings brought by the California Department of Insurance.
Another area of Elizabeth’s practice involves assisting insurers in preparing responses to subpoenas and other investigatory demands from state agencies. In addition, she has worked with insurers in preparing responses to data requests and other special reporting events called by state regulators and attorneys general. Elizabeth is accredited by the Department of Veteran Affairs.
