Gladys Pérez Villanueva is a partner in the Miami office of Shutts & Bowen LLP, where she is a member of the Class Action and Mass Litigation Practice Group handling mass litigation insurance defense matters. A former County Court Judge for the Eleventh Judicial Circuit, Gladys is experienced in civil litigation, appeals, administrative, and agency law. Prior to her judicial appointment, she was a sole practitioner, concentrating on judicial and executive branch appeals, legislative claims, and general civil litigation.

Gladys served as Assistant General Counsel to Governors Jeb Bush and Charlie Crist, where she represented the Florida Cabinet, co-authored briefs with the Florida Supreme Court involving the Florida Constitution and the Governor’s executive appointment powers, and worked on issues involving land use and development, environmental law, transportation, Indian gaming and gambling, and administrative law. She was also General Counsel to the Florida Land and Water Adjudicatory Commission and the Administration Commission.

Gladys previously served as Assistant Attorney General in the Office of Civil Rights, handling civil rights litigation and performing extensive research and writing on national civil rights issues. Gladys started her career at the Fourth District Court of Appeal as a Senior Staff Attorney to the Honorable Carole Y. Taylor.

Gladys is a frequent lecturer and panelist and has published articles on ethics, civil rights, and administrative law. She taught at the University of Miami’s Division of Continuing and International Education and was a member of the civil faculty for the statewide education of county court judges during her time on the bench.
