Grady Palmer focuses his practice on land use regulations and state and local government law. After 10 years of service in the City of Chesapeake’s City Attorney’s office and five years in the private sector, he has experience with residential, commercial, industrial and mixed-use projects, including development agreements, public finance, public-private partnerships, transportation and utilities.
Grady has worked extensively in Planned Unit Developments (PUD zoning) and complex zoning proffers involving cash contributions, utilities and road projects. In addition, he has experience with open records law (Freedom of Information Act requests), IT procurement, defense of local legislative decisions and crisis management for local government.
He has represented development and building industries in the Cities of Chesapeake, Virginia Beach, Norfolk and Suffolk and in surrounding areas with zoning and permitting for residential, commercial, industrial and mixed-use projects.
He has substantial development experience, including planning and consulting services, due diligence, conditional use permits, zoning variances and lobbying for changes to local land use ordinances and comprehensive plan policies. He also counsels solar project development companies with obtaining land use permits for utility scale solar projects.
Grady graduated with a Bachelor of Arts from the University of Georgia in 1996. He received his Juris Doctor degree from Regent Law School in 2000.
