Gregory R. Daniels’ practice focuses on the creation and implementation of public-private partnerships from both public and private sector client perspectives. He has negotiated and drafted a broad scope of contracts on behalf of business and governmental entities including numerous incentive, development and infrastructure agreements; various asset and real estate purchase contracts and leases; various secured financing and loan agreements; and facility construction, operation and maintenance agreements.
A significant portion of Greg’s practice is committed to serving as bond counsel for various counties, cities, villages, townships, new community authorities and other governmental entities in connection with the tax-exempt and taxable financing and refinancing of capital improvement projects including general obligation, special assessment, utility revenue, tax increment financing revenue and new community authority revenue. He also serves as underwriters’ counsel and borrowers’ counsel in similar financings.

- Serving as bond counsel for an Ohio transportation improvement district in the negotiation of a master cooperative agreement and related financing of a new $49 million freeway interchange through cooperative arrangements and debt issues involving federal, state and several local and private funding sources.
- Serving as bond counsel to an Ohio port authority on a $258 million lease-backed bond issue and a $64 million tax increment financing backed bond issue to finance the construction of a new office tower and parking garage in downtown Cincinnati, Ohio.
- Advising a project developer in design-build-finance-operate-maintain concession for an $11 million public parking garage in Short North area of Columbus, Ohio. Serving as bond counsel for a $10 million tax exempt and taxable revenue bond financing for that project secured by tax increment financing revenues and parking revenues.
- Advising numerous local government entities and private developers on the creation of new community authorities, enterprise zones and community reinvestment areas to encourage the investment of private capital in local communities and spur economic development.
- Serving as local government or developer’s counsel for more than three dozen tax increment financings to fund more than $400 million in public infrastructure improvements.
