Harley V. Ratliff’s practice focuses on complex commercial litigation and product liability litigation. He has particular knowledge in litigating commercial disputes involving chemical coatings and marine paint systems. He has an in-depth knowledge of the superyacht industry, including the contractual issues and disputes arising out of the construction of such vessels.
Harley also has significant experience defending manufacturers of prescription pharmaceuticals and medical devices in products liability claims, typically involving federal multidistrict litigation (MDL) and consolidated state-court actions.
Harley’s practice often involves matters with cross-border aspects and international parties. He has served as lead counsel in claims pending in Germany, Italy, Japan, France, Hong Kong, Montenegro and Argentina.
Harley has extensive experience with cross-border discovery issues and has appeared before the Federal District Court in Dusseldorf, Germany. In addition to his litigation experience, Harley has provided counsel to foreign and domestic product manufacturers in dealings with U.S. regulatory bodies.
Harley has specific experience with the Consumer Product Safety Commission and has been responsible for negotiating, implementing and effectuating nationwide product recalls on behalf of foreign clients.
Before attending law school, Harley worked as a reporter for the Arkansas Democrat-Gazette and the Austin American-Statesmannewspapers, where he covered collegiate and professional sports.
