
Hersh Kozlov, is the managing partner of the firm’s Cherry Hill, New Jersey, office and the leader of the firm’s Gaming Industry Practice Group. The Philadelphia Inquirer called Mr. Kozlov “one of the nation’s most active gaming-industry lawyers.”
With over thirty years of experience, Mr. Kozlov provides counseling to clients in the areas of litigation, federal and state regulatory matters, gaming law and complex financial institution management.
Mr. Kozlov has managed numerous matters involving complex commercial litigation and has served as lead counsel before both federal and state courts in New Jersey and elsewhere. He was certified by the New Jersey Supreme Court as a civil and criminal trial attorney, having received his initial certification in 1984 and having been twice re-certified thereafter.
He has represented investment banks and lenders, private equity firms, financial institutions and banks, and gaming companies in jurisdictions both domestic and international. Mr. Kozlov is a member of the board of directors of Resource America, Inc. (REXI; NASDAQ), where he serves as the lead independent director.
He also serves on the board of directors of The Bancorp, Inc. (TBBK; NASDAQ). He has previously been a member of the board of directors of Jeff Banks, Inc. (JEFF; NASDAQ), TRM Corporation (TRM; NASDAQ), Hudson United Bank (HUB; NYSE), US Healthcare Life Insurance Company, and as a member of the Board of Directors of Princeton Insurance Company and the Healthcare Insurance Exchange. Mr. Kozlov has also served as counsel to the board of directors of US Healthcare, Inc.
Mr. Kozlov was appointed by the president of the United States to be a member of the Advisory Committee for Trade Policy & Negotiations, having served in that role from 2002-2005.
He has served as a member of the Finance Committee of the Republican National Committee, and has also served as a finance chairman and general counsel to the New Jersey Republican Party. Mr. Kozlov was, in 2008, a National Finance Co-Chairman of the Romney for President Committee.
Mr. Kozlov has served as a member of the board of trustees of Cooper Hospital University Medical Center and the New Jersey State Aquarium, Camden. He has likewise served as an officer of and New Jersey counsel to the Delaware River Port Authority, the bi-state agency created by the Congress to govern transportation between Pennsylvania and New Jersey.
