Isra J. Bhatty is a member of the firm’s Appellate, Constitutional, and Administrative Law practice. Isra’s practice focuses on dispositive motions, trial practice, strategic counseling, and appeals in connection with complex litigation, administrative proceedings, and government investigations.

She represents clients in a variety of matters, including False Claims Act investigations and litigation, false advertising and unfair competition law, First Amendment and other constitutional issues, and administrative law.

Isra has drafted appellate briefs and critical motions in numerous cases before the U.S. Supreme Court, federal and state courts of appeals, and federal and state trial courts.  She has presented oral argument in connection with her trial and appellate work.

Isra has also successfully represented pro bono clients in a wide variety of matters, including criminal defense and death penalty cases, appeals from the denial of disability benefits, family law and immigration matters, and religious and racial discrimination cases. Isra’s ability to speak seven languages and expertise in econometric and empirical analysis has also assisted clients worldwide with their complex legal matters.

Isra served as a law clerk to the Honorable David S. Tatel of the U.S. Court of Appeals for the D.C. Circuit, the Honorable Thomas F. Hogan on the U.S. District Court for the District of Columbia, and the Honorable Christopher R. Cooper on the U.S. District Court for the District of Columbia.

She also served as the 2014-2015 Supreme Court Fellow at the U.S. Sentencing Commission, where she researched and empirically analyzed sentencing issues related to recidivism, supervised release, and restitution in child pornography cases.

Isra is a graduate of Yale Law School, the University of Oxford (where she studied as a Rhodes Scholar), and the University of Chicago.  She holds a PhD in Social Intervention, specializing in the empirical assessment of complex public health and welfare programming.
