Jack Deschauer

Jack Deschauer co-leads our Aerospace, Defense & Government Services Practice and concentrates on advising clients on defense and foreign policy matters, government procurement practices and policies, and appropriations issues. He is a former Director of Senate Affairs for the Secretary of Defense.

In his former role, he assisted in the planning and execution of a comprehensive strategy to present the Defense budget to the Congress throughout the authorization and appropriation processes.

He dealt with Members and senior staff of the Armed Services, Defense Appropriations, and Budget Committees and coordinated DOD legislative affairs with the White House, National Security Council, State Department, and other Executive Branch agencies.

He advised senior DOD officials on the issues and developments of interest to the Department and recommended the appropriate responses and positions. He also represented DOD during floor action on any legislation affecting the Department.

Jack also has extensive experience with the military healthcare systems both as a beneficiary and a practitioner. While serving in the Pentagon, he was an advisor to the Surgeon General of the Navy on issues ranging from access to healthcare for families to healthcare professionals staffing and retention.

He also represented the Assistant Secretary for Personnel and Readiness in the development and passage of legislation leading to the creation of the current TRICARE program. Here at the firm, he has represented a company that provided TRICARE coverage for military families, pharma companies doing business with DOD and VA and assisted a medical device company in expanding TRICARE coverage for a type of bariatric surgery.

Jack also served as Legislative Counsel in the Navy Office of Legislative Affairs from 1988 to 1990. There he handled all manpower, personnel, and health care issues and legislation before the Senate and House Armed Services Committees.

He was responsible for planning hearings and briefings for Members and staff in support of the Department’s manpower and health care accounts. He developed legislative proposals for presentation to Congress, and traveled with Members and staff in support of Navy programs.
