James Barbour Rixey attended both public and private schools in Norfolk and went off to the University of Virginia for undergraduate school in 1968 where he graduated in 1972 with a B.A. in History. He worked for a local real estate company for two years and then attended George Mason University School of Law, graduating in 1977. He passed the Virginia State Bar in 1977.
Mr. Rixey comes from a long line of attorneys. He is a fourth-generation attorney in his family following his great-grandfather, his grandfather, his great-uncle, and his father, John F. Rixey, who was elected and served in the Virginia House of Delegates from 1954 – 1959 and who continued to practice law until his death in 2008.
Barbour Rixey began his law career by joining his father’s firm in 1977, initially handling insurance defense work. In 1984, he and his father reinvented the old firm of Rixey and Rixey, (initially created by his grandfather and great-uncle in Norfolk in the 1920’s) where he practiced until 1997.
It was then he went into solo practice under the name of J. Barbour Rixey, P.C., and over the years, has gravitated to the practice of family law almost exclusively, offering professional and reliable legal services at the highest ethical levels to residents of eastern Virginia.
He practices in all the state courts, including the Southside Courts of Virginia Beach, Norfolk, Portsmouth, Chesapeake, Suffolk; the Peninsula Courts of Hampton, Newport News and York County; and, the Eastern Shore Courts of Northampton County and Accomack County.
Mr. Rixey served as a Supreme Court certified Guardian Ad Litem for a number of years, advocating the best interests of children. He is an active member in his community, having served on boards of various organizations within the community focusing on family/children issues.
