He previously represented a pro bono client seeking special immigrant juvenile status, which has included conducting oral advocacy before an immigration court and filing requests under the Freedom of Information Act, in addition to a number of clients seeking political asylum in America.

He has authored key legal memorandum focusing on issues such as the Securities Act, the Department of Justice’s guidelines on conflicts of interests, the U.S. Department of Housing and Urban Development’s regulations on mortgagee charges for the closing of FHA-insured mortgages, the State Department’s regulations for encrypted data transitioning, the False Claims Act, and pharmaceutical settlements with the Food and Drug Administration for the misbranding of drugs, to name a few.

Mr. Billings-Kang also worked for the Honorable R. Terrence Ney on a variety of civil, criminal, and domestic-relations matters at the Fairfax County Circuit Court in Virginia.
