James Burnett is a senior associate on Alston & Bird’s International Trade & Regulatory Team, based in the Washington, D.C. office. He advises clients on a variety of international trade issues, including export controls, economic sanctions, customs compliance and related enforcement matters.
James has assisted in the representation of U.S. and foreign clients in matters concerning the investigation and disclosure of import and export violations to various regulatory agencies. He has also counseled clients regarding compliance with the International Traffic and Arms Regulations (ITAR), Export Administration Regulations (EAR) and sanctions regimes administered by the Departments of State and Treasury.
James received his J.D. from Georgetown University Law Center and his B.A., cum laude, from Wake Forest University. Before joining Alston & Bird, James worked at two D.C. firms with a focus on international transportation and trade matters.
He has also served as a legal extern with the Department of Commerce, Office of the Chief Counsel for Industry and Security and as a law clerk with the House Energy and Commerce Committee on Capitol Hill.

- Advised clients regarding the application of OFAC sectoral sanctions to transactions involving Russian entities.
- Conducted internal investigations, reviewed license applications and submitted commodity jurisdiction and CCATS requests related to the export of ITAR and EAR controlled commodities.
- Advised clients in the financial services and reinsurance industries regarding OFAC sanctions compliance.
- Conducted an audit of the Trinidad & Tobago Civil Aviation Authority in preparation for an International Aviation Safety Assessment by the FAA.
