Jay E. Rosenblum has been an effective advocate for large, highly-regulated companies before federal and state legislative and regulatory authorities for more than 20 years. Jay is well versed in wide-ranging business and regulatory issues, from insurance regulation, securities laws, and corporate governance to employee benefits, tax, infrastructure protection, privacy, and data security.
Prior to joining the firm, Jay served as chief human resources officer of the Guardian Life Insurance Company of America, where he was responsible for all benefits and compensation issues, improving HR operating models and priorities, transforming talent strategies, and developing business leaders across the enterprise.
Prior to this, he served as senior vice president of government affairs, where he managed federal and state legislative and regulatory advocacy efforts, political engagements, political action committee (PAC) operations, and industry relations.
Previously, he was the senior vice president of government affairs and associate general counsel with the Hartford Financial Services Group, where he led federal and state legislative and regulatory efforts on legislation such as the Dodd-Frank Act and the Affordable Care Act.
Jay has also managed the federal government relations teams at two public company accounting firms – Ernst & Young and Grant Thornton – on public policy issues before Congress and regulatory agencies, including the Sarbanes-Oxley Act, and in multiple congressional investigations on tax and audit issues.
Earlier in his career, Jay was an attorney advisor in the White House Counsel’s office, worked on pension and welfare benefits issues as a special assistant at the U.S. Department of Labor, and clerked for Judge Judith W. Rogers on the U.S. Court of Appeals for the D.C. Circuit.
