Jennifer Brough is a Partner in the San Francisco and Washington, D.C. offices of Locke Lord LLP and practices with the Firm’s Energy and Corporate groups. Jennifer represents pipeline, electric, and renewable energy companies in corporate matters and before federal agencies including the Federal Energy Regulatory Commission (FERC) and Department of Energy.
Jennifer has experience advising a wide range of companies on regulatory compliance issues on both the state and federal levels. Jennifer serves on the Advisory Board of the Children’s Law Center and coordinates the pro bono efforts of the Washington, D.C. office.
Representative Experience:
- Representing major interstate natural gas pipelines in certificate, pre-filing, tariff, and regulatory compliance proceedings before FERC
- Representing renewable energy developers in FERC rate and generation interconnection proceedings
- Representing major interstate natural gas pipelines in their comprehensive rate cases and in Natural Gas Act Section 5 proceedings before FERC
- Representing liquefied natural gas (LNG) companies in proceedings before FERC and the Department of Energy, including securing authorizations to export LNG to both free trade agreement and non-free trade agreement countries
- Representing electric and natural gas companies as petitioners and intervenors before the U.S. Court of Appeals for the District of Columbia Circuit
- Represented electric companies in Federal Power Act (FPA) Sections 205 and 206 proceedings before FERC
- Represented electric company in securing FPA Section 203 authorization for merger
- Represented energy company in a railroad tariff dispute before the U.S. District Court for the Eastern District of Louisiana
- Serving as pro bono guardian ad litem for minor in custody proceeding before the D.C. Superior Court
