Jeromy S. Cannon practices in the areas of state and local government law and public finance, representing public sector and private sector clients in a diverse assortment of transactional, legislative and regulatory matters.

Jeromy has broad experience in public finance transactions. He has represented clients in tax-exempt financings as bond counsel, underwriter’s counsel, issuer’s counsel, conduit borrower’s counsel and credit enhancer’s counsel.

Jeromy has participated in financings involving single-family housing, multi-family housing, solid-waste disposal facilities, professional sports stadiums, educational institutions and healthcare providers. Jeromy served as sole bond and disclosure counsel for the State of Illinois from November 2011 through January 2014.

As part of this engagement, Jeromy and colleagues at the Firm played a leadership role in significant revisions and enhancements to the State’s disclosure regarding pension and OPEB liabilities and budget and financial information.

Jeromy provides public finance clients with experienced advice with respect to transaction structuring and disclosure issues, including advising both issuer and underwriter clients concerning the Securities and Exchange Commission’s recent Municipal Continuing Disclosure Cooperation Initiative. He also represents public and private clients with respect to economic development incentives, legislative drafting and statutory interpretation.

In addition to his public finance work, Jeromy has gained extensive experience in complex governmental transactions, particularly with respect to public-private partnerships in the infrastructure sector.

Jeromy advises on path-breaking road, bridge, airport, marine port, public parking, mass transit and lottery concession and public-private partnership transactions. In these transactions, Jeromy has served as government entity counsel, sponsor’s counsel and lenders’ counsel.
