John K. Arnold is a Partner in the Houston office of Locke Lord LLP where he represents energy companies in a broad range of regulatory and commercial matters, including regulatory counseling and disputes as well as energy project development and commercial transactions.
Well-versed in midstream oil and gas and electricity issues, John serves clients before the Railroad Commission of Texas (the state’s principal oil and gas regulatory authority) and the Public Utility Commission of Texas, and in related transactions.
John represents entities from the wellhead to the burner tip, including producers, midstream companies, and natural gas local distribution companies. In electric matters he represents electric utilities, retail electric providers, industrial customers, and generators. John is also a former aide to the Texas Attorney General and law clerk to a Texas Supreme Court justice.

- Represent multiple midstream companies in the intrastate oil, gas, NGL, and refined products markets in permitting, compliance, tariff structuring, pipeline safety, and complaint matters
- Represent international midstream company on intrastate portion of multiple bids to deliver natural gas to power plants in Mexico
- Counsel midstream companies and producers on gathering, treating, processing, storage, purchase, and transportation agreements
- Counsel midstream and utility companies on acquisition and divestiture of pipeline assets and companies
- Represent the state’s second largest electric utility in regulatory matters before cities and the Public Utility Commission of Texas
- Represented affiliate of power generation company in process to build significant electric transmission infrastructure in Texas, and in subsequent rate matters
- Represent merchant transmission company in regulatory proceedings to expand Texas transmission assets
