John C. Garrett

Squire Patton Boggs

Colonel John Garrett (retired) combines his background in defense and security matters with business acumen to provide clients with a full range of marketing and business services. He enjoys relationships at the highest levels of the US government and defense industry and he has developed strong and useful networks with policy and decision makers in the US Congress and the Departments of State, Defense and Energy and the Department of Homeland Security.

John guides clients through the US Government’s processes for setting requirements, making procurements and administering contracts. He regularly develops strategies to influence an agency’s policies in ways that enhance the client’s business position as well as improving the agency’s capabilities.

Drawing on deep relationships with the security entities of foreign sovereign governments, he pairs them with clients to expand their global marketing and sales. Similarly, through a vast network of US and international business entities, he creates successful joint venture partnerships for his clients which expand their global business reach.

Subsequent to Desert Storm, he was a key figure for over five years in the periodic training and plans for the Governments of Kuwait, Kingdom of Saudi Arabia and the United Arab Emirates to provide for the security and defense of their petroleum industry, transport modes and other critical national infrastructure.

Upon conclusion of the Operation Iraqi Freedom, he provided advice to the provider of security for Iraq’s national petroleum industry and made five trips to Iraq as guest of the US Office of the Secretary of Defense to assess and advise Coalition Forces on the continued and enhanced security of Iraq’s national petroleum and industrial base.

John currently works with governments and commercial entities in Africa and Latin America in the development of extensive national and multi-dimensional security regimes for their petrochemical industries and infrastructure.

In connection with the Africa security programs, John works extensively with the General Officer Leadership of the US Africa Command, and has met with one of their top Commanders at AFRICOM Headquarters. Among topics of discussion with these Leaders was the overall security, stability and training situation with regard to Libya and the region.

He has extensive experience in the representation of foreign sovereign governments, having been a member of the Squire Patton Boggs teams which represented the Governments of the Republic of Turkey, the Kingdom of Saudi Arabia, Venezuela, Albania and the People’s Republic of China.

His successes in these assignments included guiding the dialog between the US Government and the foreign sovereign client toward better mutual understanding and finding common ground for both governments in order to improve bi-lateral relations and enable both governments to more effectively pursue mutual and respective national interests.

John has been a regular commentator on Fox News Channel as well as CNN, Radio America and international networks, presenting observations and analysis on US foreign and security policy, the war on terrorism, Operation Iraqi Freedom, Operation Enduring Freedom and a range of topics relating to international and homeland security.

He was the featured guest of Dan Rather on both 60 Minutes II and on Dan Rather Reports (immediately after the disposition of UBL) commenting on US special operations forces and operations.

He has been a member of the Office of the Secretary of Defense Media Military Analysts Group, which received weekly briefings with the Secretary of Defense, Chairman of the Joint Chiefs and other high-level commanders and policy makers in the Administration. He made three trips to Iraq with the group during OIF to meet with the highest level US and Iraqi leadership and to assess the operational and political situations.

He is a member of the Chairman, House Armed Services Committee Military Analysts Group and receives regular updates on defense issues facing the US House of Representatives. He has been a frequent presenter and panelist on homeland security, Iraq reconstruction, the military campaign in Afghanistan and the war on terrorism at conferences and seminars throughout the country.
