John F. Dunn is a partner with McGuireWoods LLP and a senior vice president in the state government relations group of McGuireWoods Consulting LLC. In addition to his legal practice, he assists clients with local, state and federal lobbying efforts.
Prior to joining McGuireWoods, he served for eight years in the office of Chicago Mayor Richard M. Daley, most recently as the director of Intergovernmental Affairs (IGA). As IGA director, he reported directly to Mayor Daley and was the senior advisor on all legislative and political matters. He served as the mayor’s liaison to all federal, state and local elected officials.
John was responsible for Mayor Daley’s appointments to and relations with boards and commissions, including the Chicago Public Schools, RTA, CTA, Park District, Chicago Housing Authority and the McCormick Place Authority.
He worked on every major issue and project in the mayor’s office, including four public-private partnerships: the Skyway toll bridge ($1.8B), Midway Airport ($2.3B), parking garage ($563M), and parking meter ($1.15B) transactions.
From 2002 to 2005, John was in charge of Mayor Daley’s Springfield legislative team. He represented the City of Chicago on hundreds of pieces of legislation involving budget, tax, economic development, infrastructure, environmental, law enforcement and other matters. He passed legislation enabling the $6 billion expansion of O’Hare Airport, and legislation enabling the Skyway, Midway and parking transactions.
Prior to the Mayor’s Office, John was a senior attorney with AT&T, practicing before state public utility commissions and serving as AT&T’s Midwest legislative attorney. Between college and law school, he served four years as a U.S. Navy officer aboard two ships, and made two Western Pacific deployments.
