Jack Nadler focuses his practice on telecommunications regulation and has worked on a wide range of international and US-based telecommunications projects. Jack has worked extensively on issues regarding telecommunication liberalization, competitive safeguards and the regulation of IP-based services. He also has substantial experience in communications-related antitrust matters. Recognized by Who’s Who Legal 100 2014 as among the foremost legal practitioners in telecommunications law.

Jack has advised governments and regulatory authorities in Europe, Asia, the Middle East, Africa and South America. Since 1999, Jack has served as a legal adviser to the government of Singapore regarding the introduction of competition in the telecommunications, media and postal sectors. He recently advised the government of Myanmar regarding the selection and licensing of two operators, which will be required to deploy nationwide telecommunications networks, and the “virtual privatization” of the incumbent operator.

Previously, Jack advised the government of Bermuda in connection with the adoption of legislation to establish a multi-sectoral regulatory authority and restructure the electronic communications sector, and the government of Saudi Arabia regarding issues related to the development of an Internet Exchange in the Kingdom.

Prior to that, Jack advised the government of Lesotho regarding the restructuring of their info-communications regulatory regime and the adoption of a national media policy. He also advised the government of Qatar regarding the licensing of a second wireless telecoms operator and the government of Hungary regarding telecommunication issues in connection with its accession to the European Union.

Jack also has advised telecommunications providers in numerous countries including Argentina, Bolivia, China, Costa Rica, Hong Kong, Peru, South Africa, South Korea and Sweden regarding various telecommunications regulatory matters.

In the US, Jack has represented communications industry clients including regulated telephone companies (both wireline and wireless), information service providers, computer and communications equipment manufacturers, and large corporate users. He also advises the state of Hawai’i in connection with telecommunications and cable regulatory issues.

Jack was actively involved in the legislative proceedings leading to the adoption of the Telecommunications Act of 1996, major FCC implementation proceedings and numerous court of appeals cases growing out of the act before the US Courts of Appeals. He subsequently advised operators regarding licensing, interconnection, unbundling, and resale issues.

Jack is a leading member of the firm’s 800 MHz Transition Administration (TA) team, which was selected by the Federal Communications Commission to oversee the largest spectrum rebanding project ever undertaken. He played an active role in the development of the TA’s Alternative Dispute Resolution program and has conducted more than 225 successful mediations.

Jack’s extensive experience in antitrust (competition) law matters includes counseling communications clients regarding such issues as vertical and horizontal integration, exclusive program distribution agreements, price discrimination and predatory pricing.
