
Josh Downer focuses his practice around the oil and gas industry. He assists clients with transactional, regulatory, and litigation matters, particularly in the E&P area. His transactional experience includes the drafting of master service agreements, joint operating agreements, production sharing agreements and similar operational contracts.
Josh also assists in the negotiation of contracts related to the construction and decommissioning of offshore wells and facilities.
Josh’s regulatory practice includes representing oil and gas companies in disputes with the Department of Interior, especially the agencies that regulate the offshore oil and gas industry such as the Bureau of Ocean Energy Management and the Bureau of Safety and Environmental Enforcement, and he has represented numerous clients in matters before the Interior Board of Land Appeals.
Clients seek Josh’s advice on a wide-variety of legal matters pertaining to the oil and gas business, including questions of mineral title, calculation and payment of royalties, and similar questions related to upstream oil and gas operations.
Josh will also provide in-house trainings regarding oil and gas topics, such as lease interpretation, royalty calculation, and current issues in oil and gas law affecting industry.
