Joshua L. Jarrell concentrates his practice in public and project finance, municipal bonds and economic development. He also has a background in energy law and title-curative issues. His work throughout the region has built valuable relationships nationwide and fostered in-depth knowledge of options available to developers in West Virginia, Ohio, and Pennsylvania.
Clients appreciate his focus and accessibility as much as they do his legal experience. Josh is leading the firm’s Opportunity Zones working group and has expertise with advising clients how to structure investments in opportunity zones, entity formation, and compliance with state and federal tax laws and regulations.
Josh is the former Deputy Secretary and General Counsel at the West Virginia Department of Commerce, where he counseled the cabinet secretary, agency officials, and employees on legal issues affecting eight separate agencies. Key aspects of his experience include:
- Successfully recruiting Fortune 100 corporation to locate and construct significant manufacturing operations in WV
- Recruiting multi-billion dollar petrochemical investments to the tri-state region
- Negotiating corporate performance agreements, memoranda of understanding, and incentive packages for automotive, petrochemicals, consumer goods, and information technology companies
- Advising on Tax Increment Financing, West Virginia Tourism Development Act, and state-sponsored direct/indirect financing strategies
- Using of synthetic leases, Payment in Lieu of Tax (PILOT) arrangements, and tax incentives
- Navigating multifaceted areas of state government and key decision-makers
- Advising on programs at the West Virginia Infrastructure & Jobs Development Council, West Virginia Water Development Authority, and the West Virginia Economic Development Authority
- Advising on the West Virginia Freedom of Information Act and Open Meetings Act

- Counseled the West Virginia Development Office on legal issues affecting business locations or expansion opportunities, financing, tax abatement, and site or facility location decisions
- Managed department litigation in administrative, harassment, wrongful termination, and tax matters
