Joshua Meltzer is a litigation associate in the San Francisco office of Munger, Tolles & Olson. His practice focuses on complex civil litigation, government investigations and white collar defense.

Mr. Meltzer has represented clients in multi-district litigation and nationwide class actions, at trial in federal court, and in appeals in the United States Supreme Court, California Supreme Court, and federal Courts of Appeal.

He has also represented clients in investigations by the Department of Justice, the SEC, the U.S. military, and in testifying at trial and before a grand jury. Mr. Meltzer has cross-examined witnesses at trial and in administrative proceedings, and has taken or defended more than a dozen depositions.

  • Solvay Pharmaceuticals, Inc., in defense of claims by the Federal Trade Commission and a nationwide class action asserting antitrust challenges to patent settlements. FTC v. Actavis; In re AndroGel Antitrust Litig.(nationwide MDL).
  • Defense contractor in multi-agency criminal and civil government investigation into alleged fraud and False Claims Act violations.
  • Software company executive in Department of Justice and SEC investigations into alleged fraud.

Mr. Meltzer maintains an active pro bono practice and is co-chair of the firm’s Pro Bono Immigration Practice Group. His pro bonorepresentations have included:

  • Death row inmate James McWilliams in successful 5-4 United States Supreme Court habeas decision holding that the State of Alabama’s provision of mental health assistance was deficient.
  • Co-lead trial counsel in federal civil rights trial by inmate challenging the conduct of jail officials.
  • California Supreme Court decision awarding posthumous admission to the bar for Hong Yen Chang, the first lawyer of Chinese descent in the United States.
  • Immigration clients seeking Special Immigrant Juvenile Status, adjustment of status, and post-conviction relief.

Mr. Meltzer and his colleagues were awarded the Asian Pacific American Bar Association’s Public Service Award in recognition of their efforts in the Hong Yen Chang matter. Prior to joining Munger Tolles, Mr. Meltzer clerked for the Hon. Raymond J. Lohier, Jr. of the U.S. Court of Appeals for the Second Circuit following his graduation from Yale Law School.

Before attending law school, Mr. Meltzer worked in headquarters for the 2008 Obama presidential campaign and then the Obama-Biden transition team. He also worked as a management consultant, helping clients in a wide range of industries with their most pressing business issues. Mr. Meltzer serves as a board member for the Bernal Heights Neighborhood Center, which focuses on affordable housing, employment and other services for low-income San Francisco residents.
