Julio Rivera Rios is a law clerk in the Litigation Department and a member of the International Dispute Resolution Group. His practice focuses on disputes matters, with a particular emphasis on arbitration, enforcement and litigation. Mr. Rivera Rios joined Debevoise in 2018. From 2014 to 2016, he was an associate at a boutique litigation law firm in Mexico; from August, 2017, to May, 2018, he was an international lawyer in the litigation group of an international law firm in New York; and from June to August 2018, he worked as a visiting attorney at a leading Japanese law firm in Tokyo.
Mr. Rivera Rios holds an LL.M. from Harvard Law School, where he was Feature Editor and Writer of the Harvard International Law Journal and the recipient of a full scholarship granted by the Mexican Government in recognition of his professional and academic merits. He graduated summa cum laude from the Escuela Libre de Derecho in Mexico City, where he was Feature Editor and Writer of the Escuela Libre de Derecho Law Review.
Mr. Rivera Rios’s recent publications include “Aligning Judicial Accountability in Mexico with International Standards,” Harvard International Law Journal (December, 2016); “Analysis of the Separation Asset Procedure in the Mexican Bankruptcy Law,” Anuario Red Law Review (November, 2015); and “An Effective Legal Remedy to Ensure Government Entities and Agencies Comply with the Courts’ Final Judgments,” Escuela Libre de Derecho Law Review (July, 2015).
Mr. Rivera Rios passed the New York bar examination (admission pending) and is admitted to practice law in Mexico. Mr. Rivera Rios is a native Spanish speaker and fluent in English.

- A Mexican State-owned enterprise on potential Chapter 11 NAFTA claims related to the lease of oil production platforms.
- Gramercy Funds Management and Gramercy Peru Holdings in an investment treaty arbitration against the Government of Peru arising under the U.S.-Peru Trade Promotion Agreement.
- An international construction company in an LCIA arbitration related to the engineering, procurement and construction of a liquefied natural gas plant worth $9 billion.
- An international mining company in a potential dispute against a Latin American state under the terms of a Free Trade Agreement, worth over US$900 million. The dispute arises out of litigations before local courts regarding royalty payments.
- A major construction company in an LCIA arbitration proceeding regarding disagreements arising from the construction of a 240MW hydroelectric power plant.
