Karlie Clemons Webb is Counsel in the Environmental and Natural Resources practice at Troutman Sanders LLP. Karlie has a national practice, focusing on representing corporations, industry groups, and individuals in all aspects of environmental law, including regulatory compliance, rulemaking, and permitting, particularly under RCRA, CERCLA, and EPCRA.
Karlie also defends federal and state environmental enforcement actions, and advises on facility-wide environmental compliance issues. Karlie commonly represents chain retailers, including grocers and pharmacies, among others, on retail and pharmaceutical hazardous waste issues, including advising on compliance with applicable federal and state regulatory schemes, permitting, and extensive negotiations with state environmental regulators to settle compliance claims.
Karlie also represents lenders, sellers, buyers and lessees, including a national restaurant chain, in asset and stock transactions. Karlie’s experience has included cleanup actions and transactions involving hazardous substances and wastes, underground storage tanks (“USTs”) and state hazardous waste and petroleum cleanup programs across the United States.
Karlie’s experience includes Brownfields and Voluntary Cleanup Programs across the country, as well as advising on risks and mitigation measures with respect to vapor intrusion.
Representative Matters :
- Retail and Pharmaceutical Hazardous Waste Management: Representation of national pharmacy chain and separate national grocery chain on hazardous waste management of retail products and pharmaceutical waste, under federal and state regulatory schemes, including negotiating settlement agreements, building and improving hazardous waste management programs, and responding to notices of violation.
- Due Diligence and Brownfields: Representation of national restaurant chain with respect to environmental due diligence for commercial real estate transactions. Representation also includes advice on potential liability and regulatory considerations, entering sites in state Brownfields programs, and negotiating contractual provisions.
- Stormwater Permitting: Represented industry group in negotiations with state environmental agency related to issuance of general industrial stormwater permit; representation of clients related to compliance with general industrial stormwater permit.
- Regional Haze Litigation: Counsel to state government in a challenge to EPA’s Federal Implementation Plan for Regional Haze before the Ninth Circuit Court of Appeals.
